How do I set up a discount rule for 15% off the first order? Also, I am curious, for the limit use to one customer (max uses per customer), how do you identify if a specific customer has used the code before? Is it based on profile, email, address, name, etc? Thanks in advance.

Hi, Dave!
The Max uses per customer field works only for registered customers. It is said in the documentation.
There is only one way to setup a discount for the first order - use the Max uses per customer field, but it will work only for registered customers. You can use the automatic customer registrationin your store. Then a customer record will be automatically created on the first order. To checkout for the second time, the customer will need to log in. And then the Max uses per customer rule will apply.

My client decided to pass on the automatic registration ... we do not want individuals to feel they have to sign up in order to use a coupon code, so we can take advantage of the max uses per customer rule. If we pass on the auto reg, the coupon code technically can be used over and over again, correct? My concern is how do we keep an individual (a guest) from reusing the code over and over again before it expires? I understand the max uses per customer takes care of this for registered customers. It would be great to be able to regulate usage for both customers and guest or per order basis whether customer or guest. This may be possible, or not. Just trying to better understand the discount rules. Thanks in advance.

Unfortunately, with the current implementation it is not possible to use the Max uses per customer for guest visitors. We can extend this feature with checking IP and customer cookies in the future, but it will not be 100% reliable, because cookies can be deleted. Also a single IP address can be shared among multiple users (in organizations). And IP address can tampered with a proxy server. However it is better than noting. I added this task to the roadmap.
