Penny Problem When using odd discounts, cart total can be off by one cent

Howdy All,

This issue has been plaguing me for awhile and I'd like to get some help solving it. In certain situations the estimated cart total doesn't match cart total - discounts. This seems to happen when the discounted total falls exactly on a half-penny (Ex: $23.205) which we only get when applying discounts not divisible by 10. Perhaps this depends on weather the discount was subtracted from the total, or if the discount was applied to each item before being totaled? The result is a total that is sometimes displayed rounded-up ($23.21) but charged rounded-down ($23.20). This indiscrepancy has kept us from easily reconciling our PayPal account with LemonStand orders, not to mention looking odd to customers.

I just recreated this by creating a new "Test Product" and setting its price to $21.00, then creating a Catalog Price Rule with a condition that the product is one of (Test Product) with an action of 35% off (making the on-site sale price $13.65). Then I added the product to my "Discountable Products" category, which made it eligible for an existing 15% coupon code which I applied to my order. Finally, I had to adjust the quantity to 2 for the bug to appear.

I'm sure there are simpler ways to re-create the issue, but this was the one that cropped up for me.

Here's another example with a single product priced at $14.95 using a coupon that gives 30% off.

$14.95 - $4.49 = $10.46 but subtotal calculates to $10.47

Initial testing looks good so far! Will put it into production today and let you know if our bookkeeper finds anymore inconsistencies.
